PAN joins MAPRx Coalition letter commenting on Medicare Prescription Payment Plan model documents
The PAN Foundation and 33 other health and patient advocacy organizations, as the Medicare Access for Patients Rx Coalition (MAPRx Coalition), submitted comments to the Centers for Medicare & Medicaid Services (CMS) regarding the revised model documents for the 2026 Medicare Prescription Payment Plan (MPPP) program.
In their letter, the coalition commends CMS for providing more clarity about the MPPP, improving accessibility and readability, and providing some additional language translations to the Likely to Benefit Notice.
They recommend additional improvements to help beneficiaries understand the MPPP benefit and whether it is right for them. These include:
- Further engaging with stakeholders, such as healthcare providers, pharmacists, pharmaceutical manufacturers, and patient organizations, to get feedback on the program improvements and model documents
- Include an upfront overview of the MPPP and increased mention of the program in all model documents
- Communicating clearly that the documents have been sent by the beneficiaries’ Part D plans, adding credibility to the mailers so they stand out among “junk mail”
- Clearly highlight patient protections in the model documents, including grace periods, reinstatement, appeals, and grievance process
- Ensure accessibility of the model documents by translating all model documents into multiple languages
- Specific proposed enhancements to each exhibit that would help recipients understand the program and its benefits
The letter also calls for more to be done by CMS to educate beneficiaries and allow them to easily utilize the MPPP program, beyond model document suggestions.
