PAN disappointed in ACA premium tax credit expiration

Today, the PAN Foundation expressed deep disappointment that Congress allowed the Affordable Care Act’s (ACA) enhanced premium tax credits to expire as of December 31, 2025. These credits have helped keep monthly premiums affordable for those who purchase coverage through the health insurance marketplace. PAN, however, remains hopeful that there will be a resolution in early 2026, including an extension of the ACA open enrollment period.

Using 2025 data on the number of people selecting ACA marketplace plans, Urban Institute researchers have estimated that the end of the enhanced premium tax credits will lead to 7.3 million people losing their ACA coverage in 2026, of whom 4.8 million would become uninsured.
