Helping Patients Navigate and Advocate Against Copay Accumulators, Maximizers, and Alternative Funding Programs

Patients enrolled in commercial (or private) insurance face critical access issues that delay their care. Health plans are using harmful programs—like copay accumulators, copay maximizers, and alternative funding programs—to limit access to medications and increase the out-of-pocket burden for patients. These three distinct, complex programs are challenging to understand and even more difficult to recognize when faced with one. That’s why an intentional focus on educating patients, healthcare professionals, and advocates about these nuanced programs is essential. In addition, knowing what to do in response to these programs, including how to leverage real-life stories to advocate against them, is critical to improving healthcare access for all. By the end of this session, you will be able to:

  • Explain the fundamental aspects of how copay accumulators, copay maximizers, and alternative funding programs work and how they negatively impact patients.
  • Understand the differences between these programs and the practical steps healthcare professionals and advocates can take in response to them.
  • Identify specific actions that you can take to advocate against these harmful programs at the national level.

Navigating Financial Assistance and Healthcare Barriers: A Live Focus Group Session

Polling from the PAN Foundation’s Center for Patient Research finds one in three (31 percent) adults with a chronic condition have medical debt. And among those individuals, half (50 percent) have at least $1,000 in debt, with an average of $3,480. Unfortunately, many patients and healthcare professionals don’t know where to get help when out-of-pocket medication costs are unaffordable. Join our session to participate in a live focus group to share your first-hand experiences navigating the financial assistance landscape and barriers to healthcare access. Also hear directly from other patients and healthcare professionals who have navigated the process and learn about the tools and resources available to help make the process easier. In this session, you will:

  • Share your own experiences and challenges with helping patients navigate the financial assistance landscape to co-create solutions with fellow advocates.
  • Identify the most pressing resources that advocates like yourself need to best help your patients navigate healthcare barriers.
  • Utilize tools and resources to help navigate financial assistance options.

    High out-of-pocket costs for prescription drugs, particularly specialty medications, can often lead patients to delay or go without their needed medications and treatments. In fact, a Kaiser Family Foundation poll found that 43% of U.S. adults report that they or a family member in their household has put off or postponed needed healthcare due to cost. And while financial assistance options are available from multiple sources—including the federal government, state government, nonprofit foundations, and the private sector—many specialty pharmacies, healthcare professionals, and patients aren’t aware of or don’t know how to navigate these options. Join us to hear from an expert panel as they walk through the various options, who is eligible for which options, and how specialty pharmacies can help their patients get connected with support.

    In fall 2024, the PAN Foundation conducted national polling that illuminated a sobering statistic: 87% of Medicare beneficiaries had not seen, read, or heard anything about the Medicare Part D reforms to take effect January 1, 2025. The PAN Foundation has since led a national education effort to shift that statistic—and subsequently polled people with Medicare again in 2025 to measure the impact of educational outreach. In this session:

    • Gain access to new research and insights on the current state of awareness among Medicare beneficiaries of the Part D cap and Medicare Prescription Payment Plan and the role of education in shifting that awareness.
    • Learn more about national educational efforts intended to increase awareness, knowledge and ultimately, patients’ ability to make empowered decisions around their healthcare.
    • Discuss practical strategies to ensure patients know about these reforms, increase health literacy, and provide access to high-quality and culturally competent health information.
