PAN joins 200+ healthcare organizations urging Congress to include the Safe Step Act in pharmacy benefit manager reform legislation

Information about this website: Following the March 2026 merger of Patient Advocate Foundation and the PAN Foundation, this website is now a part of Patient Advocate Foundation and remains active during our website transition.

Where to find information during our transition:

The PAN Foundation joined a letter from the Safe Step Act Ad Hoc Coalition to Congressional leaders asking them to include the Safe Step Act, a provision that would ensure employer health plans offer an improved step therapy exceptions process, in crafting their end-of-year pharmacy benefit manager (PBM) reform package.

The Safe Step Act is endorsed by more than 215 patient and provider organizations and is modeled after legislation that has passed in 38 states. However, self-insured employer health plans are exempt from state law and most Americans get their health insurance via their employer. Studies have shown that step therapy protocols, as currently included in employer healthcare plans, often conflict with clinical guidelines, delay access to needed care, and increase overall healthcare spending.
